TITLE:

Consideration and Approval of Contract: Lockett Road Corridor Study Project.

RECOMMENDED ACTION:

Approve the contract with Kimley-Horn and Associates, Inc. for professional services to conduct a study of the Lockett Road corridor for a total contract amount of $99,972 and authorize the City Manager to execute the necessary documents.

Executive Summary:

Award of the contract will authorize the study of the Lockett Road corridor for the public's consideration of project design, multi-modal transportation usage, and enhancement of community character. The corridor focus is along Lockett Road between Fourth Street and North Fanning Drive. The corridor study should provide technical and illustrative plans that incorporate streetscape enhancements, bicycle and pedestrian safety, public transit facilities, multi-modal transportation, and residential property impacts.

Financial Impact:

This project is budgeted in Account #040-05-112-3337-6-4421 in the amount of $100,000.

Background and History:

On July 9 and 16, 2016, a Request for Statement of Qualifications solicitation for Professional Services was published in the Arizona Daily Sun, and was posted to the City of Flagstaff’s Bid website, as well as the Planet Bids website on July 7, 2016. On July 28, 2016, the City received two Statements of Qualifications (SOQs) from engineering consultant firms. A five-member selection committee consisting of three City staff and two outside professionals reviewed and evaluated the statements. The evaluation committee made the determination to recommend award to Kimley-Horn and Associates, Inc. Scoring results for the two firms are as followed:

Community Benefits and Considerations:

The Lockett Road Corridor Study project was originally approved and funded by Council in the FY 2016 budget. The $100,000 in funding was carried over to FY2017.
