TITLE:
Consideration and Action on Liquor License Application: Chad Cook "Black Hat Distilling", 113 E. Phoenix Ave., Suite #3 and 4, Series 18 (In-state Craft Distillery), New License.
RECOMMENDED ACTION:
Hold the Public Hearing; absent any valid concerns received from the public hearing, staff recommends the Council forward a recommendation for approval to the State.
Executive Summary:
The liquor license process begins at the State level and applications are then forwarded to the respective municipality for posting of the property and holding a public hearing, after which the Council recommendation is forwarded back to the State. A Series 18 license allows the production of not more than 20,000 gallons of distilled spirits annually. An In-state Craft Distillery that produces not more than 1,189 gallons of distilled spirits in a calendar year may self-distribute which means they may sell and deliver spirits produced on the premises to businesses licensed to sell distilled spirits in and out-of-state. Black Hat Distilling is a new business in Flagstaff and if approved, it will be the second active series 18 license in Flagstaff.

There is no budgetary impact to the City of Flagstaff as this is a recommendation to the State.
