TITLE

Airport Master Plan Update

RECOMMENDED ACTION:

Council approved the grant to cover the costs of the Airport Master Plan for the Flagstaff Airport during the April 19, 2016 council meeting. During that meeting, staff let Council know we would be providing updates on the progress of the plan. Coffman & Associates will be offering an update this evening on the activities that have taken place to date.

EXECUTIVE SUMMARY:

The Federal Aviation Administration (FAA) requires airports to have a Master Plan which needs to be updated every 7-10 years. The last Airport Master Plan for the Flagstaff Airport was completed in 2008.

An Airport Master Plan provides an evaluation of the airport's aviation demand and an overview of the systematic airport development that will best meet that demand. It also establishes development objectives and provides for a 20-year planning period that details various elements including airfield configuration, facility development, on-airport land use, and facility support.

Two key areas of the Airport Master Plan are the Airport Layout Plan and the Forecast Chapter. The Airport Layout Plan is a living document that identifies everything on the airport and its exact location. The Forecast Chapter projects future growth and helps support the need of the identified projects.

The Flagstaff Airport and our Planning Action Committee (PAC) have been actively working with Coffman and Associates on the development of an updated Airport Master Plan. The PAC has already held two meetings and has reviewed the first three chapters of the plan; Inventory, Forecasts, and Facility Requirements. In our next meeting, we will be looking at Airport Alternatives for future layout of the airport.

The length of the Airport Master Plan project is to take eighteen months.
