TITLE:
Consideration and Approval of Final Plat Request from VP 66 & Woody Mountain LLC, for the subdivision of 197.58 acres known as Timber Sky into five (5) Blocks, 5 tracts and dedication of public rights-of-way within the Single-family Residential (R1) zone, Medium Density Residential (MR) zone, High Density Residential (HR) zone, and Public Open Space (POS) zone.
STAFF RECOMMENDED ACTION:
Staff recommends the City Council approve the final plat and authorize the Mayor to sign both the final plat and the City/Subdivider Agreement when notified by staff that all documents are ready for signature and recordation.
Executive Summary:
VP 66 & Woody Mountain LLC is requesting approval of the Timber Sky Phase 1 Final Block Plat to subdivide two (2) existing parcels, consisting of 197.58 acres, into 5 Blocks, 5 tracts and affiliated rights-of-way located west of Woody Mountain Road, south of West Route 66, east of Flagstaff Ranch Road and north of Interstate 40 within the R1, MR, HR, CS and POS zones to allow for the first phase of development of the Timber Sky community.
Financial Impact:
No financial liabilities are anticipated by approval of this plat.

On November 15, 2016, the City Council approved an Annexation, a Concept Zoning Map Amendment and Preliminary Plat for the proposed Timber Sky development.
Options and Alternatives:
- Approve the Final Block Plat with conditions as recommended by Staff.
- Approve the final plat subject to no conditions, modified conditions or additional conditions.
- Deny the final plat based on non-compliance with the Zoning Code, the Subdvision Code, and/or Engineering Design Standards and Specification for New Infrastructure.
Background and History:
Timber Sky is a proposed 1,300 residential dwelling unit development. The development proposes a mixture of high, medium, and single-family residential units combined with commercial service and open space on 197.58-acres. An Annexation, Concept Zoning Map Amendment and Preliminary Block Plat were approved by the Council on November 15, 2016. Timber Sky will be developed in four phases with both on-site and off-site infrastructure improvements. This final plat is the first phase and includes Blocks 1, 2, 3A, 7A, and 8. In order to provide access to these Blocks, the collector roadway will be constructed from Route 66 to and including the interior roundabout. A temporary 20-foot-wide secondary access road will be provided from the internal roundabout to the existing roundabout at Woody Mountain Road and Presidio Drive South. A detailed list of infrastructure improvements required with this phase is attached to this report.
Key Considerations:
A development agreement was approved in conjunction with the annexation, zoning map amendment and preliminary plat for Timber Sky. This development agreement covers workforce housing, outdoor lighting, Homeowner's Association requirements and infrastructure plans. A detailed list of infrastructure improvements for Phase 1 of the Timber Sky Development as required in the executed Development Agreement is attached. An "Affordability Plan" was required to address how the 100 workforce housing units would be provided through out the Timber Sky development. The Housing Division has reviewed and approved the "Affordability Plan" for this project which intends to provide 27 land trust units within this first phase of the Timber Sky development.
