TITLE:
Appointment of Member: To the unexpired term of Member Tim Kinney on the Flagstaff Downtown Business Improvement and Revitalization District Board (FDBIRD), expiring February 2019.
STAFF RECOMMENDED ACTION:
Appoint Steve Chatinsky to the Flagstaff Downtown Business Improvement and Revitalization District Board, term expiring February 2019, as recommended by the FDBIRD Board of Directors.
Executive Summary:
A vacancy currently exists on the Flagstaff Downtown Business Improvement and Revitalization District Board, due to the resignation of Member Tim Kinney. As required by Rules of Operation 4.3 of the FDBIRD, vacancies on the Board are to be appointed by the City Council. Member Kinney's term will expire in February 2019.

On February 4, 2014, the City Council adopted a resolution ordering and declaring the formation of the Flagstaff Downtown Business Improvement and Revitalization District (FDBIRD), which included the appointment of the initial Board for a term of one year. As required in the Rules of Operation of the FDBIRD, in 2015 an election was to take place to increase the board from three to five members, to comply with Arizona Revised Statutes, but the election was canceled due to there not being more candidates than vacancies.
On February 3, 2015, the FDBIRD canceled the Special Election and declared the names of the Board of Directors, and respective terms. At that time, the following individuals were appointed: Antoinette Beiser, Karen Kinne-Herman, Tim Kinney, David Stilley, and John VanLandingham.

Background and History:
On July 18, 2017, the FDBIRD Board discussed a potential Board appointment and moved to recommend to the City Council the appointment of Steve Chatinsky to serve the unexpired term of Member Kinney (draft minutes attached). Mr. Chatinsky has indicated a willingness to serve.
