TITLE

2018 Ballot Discussion: Discussion of potential measures to be placed on the the 2018 ballot by Council including Transportation Tax, Affordable Housing, and a measure related to the Citizen's Petition from Flagstaff Open Space, Parks, and Recreation (FOSPR).

 Council discussion.

EXECUTIVE SUMMARY:

On March 27, 2018 the City Council began reviewing the Citizens Transportation Tax Commission's recommendations and asked that it be brought back for further discussion.

On February 13, 2018 during the budget retreat, City Council directed staff to prepare an agenda item for consideration of a potential affordable housing bond measure for the November 2018 election. 

On April 3, 2018 the City Council heard a Citizen's Petition from Flagstaff Open Space, Parks, and Recreation (FOSPR). The City Council gave direction to City staff to hold a discussion at a future Council meeting. 

The attached presentation provides information for the potential 2018 ballot measures that include the transportation sales tax, housing secondary property tax and the FOSPR sales tax.

Council Goals

Transportation and Public Infrastructure: Send a transportation tax renewal question to voters in November 2018 and earn majority voter support.  

Affordable Housing: Adopt a primary property tax rate increased to the maximum allowed with additional funds dedicated to setting up robust City-managed rental housing units.
