Executive Summary:
The liquor license process begins at the State level and applications are then forwarded to the respective municipality for posting of the property and holding a public hearing, after which the Council recommendation is forwarded back to the State. A Series 12 license allows the holder of a restaurant license to sell and serve spirituous liquor solely for consumption on the premises of an establishment which derives at least forty percent (40%) of its gross revenue from the sale of food. Pato Thai is an existing restaurant in Flagstaff that is changing locations; if approved it will be one of the 92 active series 12 licenses in Flagstaff. Series 12 licenses are non-quota licenses.
