Rule 4.01, Procedures for Preparation of Council Agendas, of the City of Flagstaff City Council Rules of Procedure outlines the process for bringing items forward to a future agenda. On July 3, 2018, Mayor Evans requested this item be placed on an agenda under Future Agenda Item Requests (F.A.I.R.) to determine if there is another member of Council interested in placing it on a future agenda. At that time, two Councilmembers agreed to move it forward and four agreed to move it to the front of the line of Discussion Queue.
