Discussion on the process for amending the Special Event Application Packet (including the Special Event Rules and Regulations) and Chapter 8-12 of the City Code regarding Special Events.

DESIRED OUTCOME:

Receive feedback on the process for amending the Special Event Application Packet and Chapter 8-12 of the City Code regarding Special Events.
 

EXECUTIVE SUMMARY:

In an effort to clarify and simplify the special event permit process, staff is working on amendments to Chapter 8-12 of the Flagstaff City Code (Special Events) and the Special Event Application Packet. Prior to bringing these items forward for Council consideration and possible adoption, staff would like to discuss the City's current approach to regulating and permitting special events, and staff's ideas for modifying that approach. 
 

INFORMATION:

Staff has been working on revising the Special Event Application Packet and Chapter 8-12 of the Flagstaff City Code (Special Events) to update and clarify the special event permitting process and related regulations. Staff originally intended to bring both documents to the Council for adoption on December 4, 2018. However, during staff's review process, it became apparent that the Special Event Application Packet, which includes 22 pages of rules and regulations and is 31 pages in total, is very cumbersome and should be re-created rather than revised. It is staff's opinion that the application packet should not be the document that establishes the regulatory framework for special events, as is currently the case. Rather, it should be a tool that helps guide the applicant through the application process, while referencing the rules and regulations pertaining to special events that are established in the City Code. This is the new approach staff would like to implement. 

Staff is recommending that Chapter 8-12 of the Flagstaff City Code (Special Events) be amended to include all required regulatory language and policy direction, including permitted decibel levels and street closure criteria. If City Council agrees with this approach, then staff would draft the appropriate amendments for review and approval by City Council at its December 4th mtg. Staff would then separately create a new application packet, to be approved by the Public Works Director, which would be a tool to assist event producers through the permit process.
