TITLE:

Consideration and Approval of Sole Source Purchase:   From Thatcher Company of Arizona, Inc. of T-Floc B-41 Coagulant Chemical for use at the Lake Mary Water Treatment Plant.

STAFF RECOMMENDED ACTION:

  1. Approve a two (2) year contract with Thatcher Company of Arizona, Inc. in an amount not to exceed the FY2019 budget of $233,200 for the purchase of proprietary T-Floc B-41 Coagulant at a unit price of $0.398 per pound with annual purchasing estimates of $125,000 per year; and
  2. Authorize the City Manager to execute the necessary documents.

Executive Summary:

Chemicals represent a large investment in the effective operation of the City's potable water treatment plants. The Water Services Division uses coagulants to remove impurities from the Upper Lake Mary watershed in its production of potable drinking water. These chemicals are critical to the treatment of water in order to comply with water quality regulations and ensure the public's safety. In recent years, the chemistry of Upper Lake Mary raw water has changed and the alkalinity has dropped. In 2016, the Lake Mary Water Treatment plant conducted trials with various coagulants to determine the best treatment. Based on the study, T-Floc B-41 was selected and has been in use at the Lake Mary Water Treatment Plant since the end of 2016.

Financial Impact:

This two (2) year contract is budgeted annually in 202-08-301-1011-0-4362 with a total FY2019 budget of $233,200.

Has There Been Previous Council Decision on This:

Yes, Council approved a two (2) year contract with Thatcher Company of Arizona, Inc. at the November 15, 2016 meeting.

Options and Alternatives:

1) Award the sole source purchase of the proprietary coagulant from Thatcher Company of Arizona, Inc.; or
2) Do not award the sole source purchase, which would require that the treatment plant re-evaluate the treatment process and convert back to a treatment based on Aluminum Sulfate as a primary coagulant.

Background and History:

Chemicals represent a large investment in the effective operation of potable water treatment plants. Water Service Utilities uses the following chemicals for these specific purposes:
  • Chlorine and chlorine dioxide are needed for disinfection of surface water and ground water.
  • Aluminum Sulfate and cationic polymer are necessary for removal of suspended impurities in water supplies.
  • Caustic soda is used to balance the pH of waters for efficient treatment and appropriate discharge.
The treatment chemical T-Floc B-41 coagulant is used in place of Aluminum Sulfate which also helps reduce the use of caustic soda and cationic polymer. The T-Floc B-41 is also part of the City's effective treatment and reduction in total organic carbon which helps minimize the formation of Disinfection By-Products when chlorine is used in the final potable water which benefits the distribution system.
