TITLE:

Consideration and Adoption of Ordinance No. 2018-30:  An ordinance to approve the abolition of the Community Enrichment Division and consolidation of Information Technology and Management Services Divisions. 

STAFF RECOMMENDED ACTION:

Executive Summary:

In accordance with Charter Article IV Section 1(a), the Council, by ordinance not inconsistent with this Charter, shall provide for the organization, conduct, and operation of the several offices and departments of the City as established by this Charter, for the creation of additional departments, divisions, offices, and agencies, and for their consolidation, alteration, or abolition.

Two reorganizations are being brought forward for Council consideration.  Adoption of this ordinance to formally abolish the Community Enrichment Division and consolidation of the Information Technology and Management Services Division.

Financial Impact:

Both of these reorganizations created budgetary savings with the reduction of Division Director personnel costs.
 
The savings from the abolition of Community Enrichment was used to offset budgetary cuts needed to balance the City's fiscal budget in a time of recession.  The savings from the consolidation of Information Technology and Management Services is being considered for staffing needs within Information Technology for an IT Administrator.

  1. Approve the Ordinance as provided by staff.
  2. Amend the Ordinance and provide direction to the City Manager.

Background and History:

As vacancies occur the organization has an opportunity to evaluate efficiencies that may be gained with changes to the organizational structure.  Human Resources has received two reorganizations impacting City divisions. 

1) The abolition of Community Enrichment was the result of the resignation of the Community Enrichment Division Director in July 2013.  Community Enrichment was created with the reorganization in August 2008 and included the Library and Recreation sections as indicated in the Community Enrichment organizational chart (Exhibit A).  As a result of the abolition of Community Enrichment, Recreation was moved back to Public Works (Exhibit B) and Library was moved back under Management Services (Exhibit C).  This change provided for some ongoing budgetary savings during a time of recession.

2) The consolidation of Information Technology (IT) and Management Services Divisions was as a result of the retirement of the Information Technology Division Direction in July 2018.  The consolidation of the two divisions reduces the number of direct reports to the Deputy City Manager increasing capacity in the City Manager's office.  The consolidation also aligns two support functions together.  Information Technology is responsible for a significant amount of technology infrastructure in addition to citywide support services. Management Services with its current functions of Purchasing, Finance and Revenue lends great assistance to the planning and budgeting of technology infrastructure and citywide support services.  As part of Management Services we will look to amplify the importance of information technology in the organization.  This consolidation will lead to the creation of an IT committee to elevate information technology considerations within the organization and the addition of another IT position through salary savings.  This change also creates an opportunity for the next City Manager to determine where Information Technology best meets the organization's needs.

These reorganizations are being brought forward for Council consideration.
