TITLE:
Consideration and Approval of Airport Master Plan
STAFF RECOMMENDED ACTION:
Council to approve the Airport Master Plan final draft.
Executive Summary:
The Airport Master Plan (AMP) provides a framework to guide the future development of the airport. This plan will help both the Federal Aviation Administration (FAA) and the City of Flagstaff cost-effectively plan for the demands of the airport while considering the potential environmental and social-economic impacts. This AMP identifies projects for the next 20 years. This AMP is an update from the 2004 AMP, for which the project list had either been exhausted or demands changed the needs of listed projects. The FAA has reviewed this document, the Airport Layout Plan, and the long-range forecast and supports this AMP.
Over the last two years, Coffman and Associates have worked with City Staff, the public, and key stakeholders to seek input into the direction and needs of the Flagstaff Pulliam Airport. The AMP was also recommended by our Airport Commission.

Financial Impact:
Projects in the AMP will be reviewed by City Management to see if projects are grant eligible or if another funding source will be required. When a funding source is found, the projects will be brought to both Capital Planning and the Budget Review Team for the City of Flagstaff for approval and each project will be brought to City Council for final approval.

Council Goal: Support the airport with needed infrastructure upgrades have enhance our tenant and patron experience as well as the social-economic attraction of additional air service.
Flagstaff Regional Plan: Goal T.10. Strengthen and expand the role of the Flagstaff Pulliam Airport as the dominate hub of passenger, air freight, public safety flights, and other services in northern Arizona.
Policy T.10.1 Maintain and expand the Flagstaff Pulliam Airport as an important link to the national air transportation system.

City Council approved the Federal Aviation Administration (FAA) and Arizona Department of Transportation (ADOT) grants to fund this project. Two presentations have been given to City Council in the last two years in regards to our airport master planning.
Options and Alternatives:
The Airport Master Plan can be approved as is or rejected.
Background and History:
The FAA has funded multiple Airport Master Plans for the Flagstaff Airport. Each Airport Master Plan has been instrumental in assisting the community in obtaining Federal Funds to cover up to 91% of capital funding for projects listed in these plans. This has benefited the community in maintaining the airport with a reduced cost to the City.
Key Considerations:
The FAA has approved portions of the Airport Master Plan. Every projected listed in the Airport Master Plan will have to go before City Council for approval prior to proceeding.

The FAA has approved portions of the Airport Master Plan. Every project listed in the Airport Master Plan will have to go before City Council for approval. If the final draft is not approved and were given a recommendation to start over, our Federal grant would not be able to cover all the new costs.
Community Involvement:
- The airport benefits the community in many ways. This includes providing an economic engine to our business market and assisting with increasing tourism.
- Aircraft based at the airport provide fire watches and medical transport which would not be possible without the airport.
Expanded Options and Alternatives:
A Public Action Committee (PAC) was formed with key airport stakeholders, Air Traffic Control, local pilots, military, FAA, ADOT and local community members. The PAC met four times to go over the information put together for the Airport Master Plan. There were also three public presentations including one at City Hall during a City Council Meeting. We received input at both public meetings was taken into consideration on the final draft by our PAC.
