TITLE

Discussion and Possible Direction: 2019 State of Arizona Legislative Trip and 2019 Federal Legislative Trip.

STAFF RECOMMENDED ACTION:

  1. Discuss and determine dates and possible prescribed talking points for the 2019 Washington D.C Legislative Trip.
  2. Discuss and review the agenda for the 2019 State of Arizona Legislative Trip.

EXECUTIVE SUMMARY:

  1. The City of Flagstaff’s 2019 federal legislative trip to Washington D.C will occur the week of March 25. The trip will be conducted over a three-day span with staff and selected councilmembers. Previously in attendance at the 2018 federal trip, were Mayor Evans, former Councilmember Putzova, Councilmember Odegaard, Deputy City Manager Shane Dille, former Assistant to the City Manager Caleb Blaschke and Federal lobbyist Bob Holmes.  The primary purpose of the trip is to advocate for Flagstaff projects and priorities contained in the Intergovernmental Priorities document (Attachment 1). At the direction of City Council and staff, Mr. Holmes will schedule meetings/appointments with legislators and federal departments that will move forward Flagstaff's priorities.
 At the February 19, 2019 City Council Meeting, staff will present a draft agenda and draft talking points for review by the City Council. At the March 5, 2019 City Council meeting, staff will present the agenda and talking points for approval by City Council. Once approved by City Council, the talking points listed will be the only subjects the Council's delegation will be authorized to discuss with each respective legislator or department.
 
 
  1. The City of Flagstaff’s 2019 State of Arizona legislative trip will occur Friday January 18 in Phoenix, AZ. The Mayor and all councilmembers are invited to attend the State legislative trip at the state capital. The primary purpose of the trip is to advocate for Flagstaff projects and priorities contained in the Intergovernmental Priorities document (Attachment 2) and to speak about possible future priorities. State Lobbyist Richard Travis will be an attendance on this trip.  Mr. Travis has scheduled these appointments with legislators and state departments that will move forward Flagstaff's priorities. For your convenience, staff has attached the agenda as of Wednesday January 9, 2019 (Attachment 3).
