Consideration and Adoption of Resolution No. 2019-08: A resolution approving an Intergovernmental Agreement between the City of Flagstaff and Coconino County for Hazardous Waste Services.

Executive Summary:
The City opened the Hazardous Product Center ("Center") at the Cinder Lake Landfill in October 2002. It accepts chemicals, paints, batteries, and electronic waste. The Center has been available for residents of Coconino County ("County") since 2002 at no charge to the households. Rather, the City receives payment by calculating household usage and invoicing the County. Small businesses within the County have been permitted to use the Center since 2007, but they pay for the disposal of their hazardous wastes.
Financial Impact:
The County will be invoiced quarterly by tracking the percentage of usage by County households. This percentage will be used as a multiplier to determine hazardous waste disposal costs and operational costs to be paid by the County. Last year County residents accounted for 46% of the volume of hazardous waste accepted at the Center. The County will also pay 46% of total labor costs to operate the Center, a slight increase over last year. No additional costs to the City are forecast as this process is already being used. Last Fiscal Year the County was invoiced a total of approximately $138,774.

Has There Been Previous Council Decision on This:
2014 Adoption of a substantially similar Intergovernmental Agreement.
Options and Alternatives:
1. Adopt the Intergovernmental Agreement with the County; or
2. Reject authorization of the Intergovernmental Agreement with the County; however, this would result in a lack of disposal options for residential and small business hazardous wastes in northern Arizona.

Key Considerations:
The invoicing process outlined in the attached IGA is the same process that has been used through a City of Flagstaff/Coconino County IGA from October 2014 to current.
Community Involvement:
Accepting hazardous wastes from households and small businesses within the County will continue to provide the County with an option for the safe and proper disposal of waste. The City is benefited because there are increased disposal options for hazardous wastes in Northern Arizona. This reduces the potential disposal of hazardous wastes to the environment.
