TITLE:
Consideration of Appointments: Board of Adjustment.
STAFF RECOMMENDED ACTION:
Make two appointments to terms expiring May 2021.
Make one appointment to a term expiring May 2022.
Make one appointment to a term expiring May 2022.
Executive Summary:
The Board of Adjustment is made up of seven citizens and holds hearings on requests for variances and appeals of decisions by the Planning Director and Zoning Administrator. The Board does not have the authority to change zoning law. There are currently three seats available on the Board and one additional expired term. The Board of Adjustment has a case in the near future, so it is important to fill the vacancies quickly to ensure that the appeal process is efficient and effective.
There are three applications on file for consideration by the Council, they are as follows:
Michael Banker (new applicant)
Richard Becher (new applicant)
Patricia Loven (current commissioner)
COUNCIL APPOINTMENT ASSIGNMENT: Vice Mayor Shimoni, Councilmember McCarthy, and Councilmember Whelan

These are voluntary positions and there is no budgetary impact on the City of Flagstaff.

There is no Council goal that specifically addresses appointments to boards and commissions; however, boards and commissions do provide input and recommendations based on City Council goals that may pertain to the board or commission work plan.

Options and Alternatives:
1) Appoint three Board Members: By appointing members at this time, the Board of Adjustment will be at full membership (including expired members), allowing the group to meet and provide recommendations to the City Council.
2) Table the action to allow for further discussion or expand the list of candidates.

Community Involvement:
The City's boards, commissions, and committees were created to foster public participation and input and to encourage Flagstaff citizens to take an active role in city government.
