TITLE:
Consideration and Approval of Preliminary Plat Request by Capital Equity Investments, LLC, for Preliminary Plat approval for Flagstaff Lofts Condominiums, a condominium subdivision consisting of six (6) residential units and one (1) commercial unit, on a .37-acre site located at 602 W. Coconino Avenue in the HR, High Density Residential Zone.
STAFF RECOMMENDED ACTION:
The Planning and Zoning Commission recommends (4-0 vote on 4/10/19) the City Council approve the Preliminary Plat.
Executive Summary:
This is a request for preliminary plat approval for a six (6) residential unit and one (1) commercial unit condominium subdivision known as Flagstaff Lofts Condominiums. Please see Sheet 3 of the Preliminary Plat attachment for the Vicinity Map.
Financial Impact:
No financial liabilities are anticipated by the approval of this Preliminary Plat.

Background and History:
The subject site is located approximately two blocks southwest of City Hall. In 2013, a 4-plex apartment building was constructed on the property after city approvals. The property also includes a storage warehouse building which was built in 1954 and is considered a legal non-conforming use in the HR zone. The warehouse building will remain as a commercial unit. On September 7, 2017, the Inter-Division Staff approved a Site Plan for the development of two additional residential units in the form of a 2,800 square foot duplex. An existing parking canopy behind the warehouse building was recently removed, and construction of the two new residential units has commenced. The property owner has elected to create a condominium subdivision consisting of the residential units and warehouse building (commercial unit). In this case, the units are defined as the air space within the walls of each structure.
Key Considerations:
The developer has pulled a building permit for the duplex building. As such, the developer may commence construction of an apartment building without plat approval. However, the developer has opted to create a condominium plat to enable individual ownership of each unit.
The City Council shall find the proposed preliminary plat meets the requirements of the City Code Title 10, Flagstaff Zoning Code; City Code Title 11, General Plans and Subdivisions; and the City Code Title 13, Engineering Design Standards and Specifications as specifically addressed in the "Findings" section (pages 2 and 3) of the attached Planning & Development Services report to the Planning & Zoning Commission.

Community Involvement:
As noted in the Flagstaff Regional Plan policies above, the proposal promotes compact, infill development in an existing neighborhood that is within the context of the designated urban area type. It also maintains existing buildings on the property, including a commercial building which provides some mix of uses.

Inform. No public hearings or public outreach are required by either the Zoning Code or the Subdivision Code as part of the preliminary subdivision plat review process.
