TITLE:
Consideration and Adoption of Ordinance No. 2019-10: An ordinance amending the Employee Handbook of regulations relating to General Definitions, Grievance Procedures, Employee Advisory Committee, Performance Evaluation System, Purchase Day Program, and Use of City Vehicles.

Executive Summary:
There are clarifications needed in the Employee Handbook of Regulations in order to make explanations as clear as possible. Human Resources was also notified of a few omissions or changes after the previous ordinance was adopted by City Council. The following are recommendations for City Council's consideration:
General Definition of Emergency Service Employees: Fleet Services was omitted from Ordinance 2018-35 and "Vehicle Shop Personnel" was originally included in list of emergency service employees in the original Residency Requirement policy 1-60-010, so recommending this work group be added into the definition. Industrial Waste changed their name to Industrial Pre-Treatment in February 2019.
Grievance Procedure: Clarifying the Deputy City Manager and City Manager will work together on a final grievance ruling, so the employee does not expect a response from the Deputy City Manager and City Manager.
Employee Advisory Committee: Updating the structure of the Employee Advisory Committee to account for the reorganization approved by City Council through Ordinance 2018-30.
Performance Evaluation System: Adding language about the online benefit system processes designed by the organization, which includes moving the exempt evaluations to the employee's anniversary or classification date and changing the overall evaluation score methodology. Updating the intervals in which evaluations are completed by certain work groups.
Purchase Day Program: Updating to "open enrollment period" rather than defining dates since the first full two weeks in May change each year. Clarifying the employee must use all accrued vacation prior to being eligible to use any purchase days in accordance with the Internal Revenue Service.
Use of City Vehicles: Updating radius language to match Residency Requirement policy 1-60-010 adopted in Ordinance 2018-35. Clarifying language provided by Risk Management related to Worker's Compensation.
