TITLE

Removal of F.A.I.R. Items: Four previously requested F.A.I.R. items have been requested to be removed by Councilmember Whelan who made the initial requests.

STAFF RECOMMENDED ACTION:

Remove Councilmember Whelan's four requested F.A.I.R. items.

EXECUTIVE SUMMARY:

Councilmember Whelan has asked that the following F.A.I.R. items be removed;
  1. Discuss developing a policy to prioritize water uses in times of shortage, in the context of public investment, and for community planning.
    • Supported by four Councilmembers on May 14, 2019. 
  2. Continue communicating with the Arizona Board of Regents & invite them to a meeting.
    • Supported by four Councilmembers on May 14, 2019.
  3. Discussion about a plastic sled ordinance to stop the sale of plastic sleds or to attach a tariff to the sale of plastic sleds to pay for cleanup.
    • Supported by three Councilmembers on May 8, 2019
  4. Discussion about a committee of two Councilmembers and staff to look at the I-40 corridor lands and Red Gap Ranch for economic development and give direction for our economic development and land use.
    • Supported by three Councilmembers on May 21, 2019

Because each of these items have already received the support of other Councilmembers, the Council Rules of Procedure require an action of Council to remove the items from the agenda.

INFORMATION:

Council Rules of Procedure, Rule 4.03 Removal of a F.A.I.R. Item states "Once [a F.A.I.R. item] it has been placed on the agenda as a F.A.I.R. item, and there are three or more Councilmembers who support moving it to a future agenda for discussion, an item may not be removed until it has been placed back on the agenda as a F.A.I.R. item to be Removed. Should there be no objection from Councilmembers, the item will be removed as a F.A.I.R. item. If at least three other Councilmembers wish to keep it on the F.A.I.R. list, it will be placed on a future agenda [as originally scheduled]."
