TITLE:

Consideration and Approval:  Cooperative Purchase Contract with SiteOne Landscape Supply, Inc., in the amount of $105,678.71, for a smart irrigation management system for all park grounds.

STAFF RECOMMENDED ACTION:

  1. Approve the cooperative purchase contract in the amount of $105,678.71 with SiteOne Landscape Supply, Inc. ("SiteOne") to purchase a smart irrigation system for all park grounds through BuyBoard Contract #529-17; and
  2. Authorize the City Manager to execute the necessary documents.

Executive Summary:

Approval of this cooperative purchase contract with SiteOne will allow the City to purchase a smart irrigation management system for all park grounds.  The existing irrigation system, Maxicom, is a radio-controlled central control system where the line of sight in many park locations no longer allows for functionality as originally intended when the system was purchased in 2000.  As of July 2018, the data plan for the existing Maxicom system is no longer supported and is virtually obsolete for Parks’ continued usage.  In addition, the existing system does not have water conserving or remote real-time internet control. 

The new smart irrigation management system is EPA WaterSense® using real-time cloud-based data allowing the right amount of water at the right time.  Through weather data from the 45,000 weather stations, data points are provided creating the greatest accuracy to manage site-specific evaporation and transpiration of water usage every day.  On top of the real time water management through accurate weather data, the system contains a flow management solution to ensure that the right amount of landscape water is being emitted while achieving sustainable goals along with reduced operating costs.  By using the right amount of irrigation based on weather data, plant/tree type, and zone requirements, wasted water is limited along with using the soak from precipitation.  A smart irrigation system accessible via computer, tablet and smart phone receiving an instant alert of a water leak/break would allow Parks staff to instantly remote shut-off a water issue and instantaneously execute pauses for events held on grassy areas.  The smart irrigation management system is a direct approach to the Climate Adaptation Action Plan and the Water Conservation Strategic Plan.

Financial Impact:

The amount of $115,000 is budgeted in account 001-06-155-0561-5-4433.

The new smart irrigation system supports the Council goals of Water Conservation and Climate Change.

Options and Alternatives:

1.  Approve the cooperative purchase contract as recommended; or
2.  Not approve the cooperative purchase contract and direct Staff to open a formal procurement

Background and History:


Over a few months, Parks staff reviewed three (3) smart irrigation systems and opted for a robust system utilizing existing pedestals and cabinets through a confirmed retrofitting process. The existing irrigation components such as flow sensors, master valves, and irrigation rotors are also cross-compatible with the new system. A new smart irrigation management system is a direct approach to the Climate Adaptation Action Plan (WR-1-C, WR-3-B, EPR-3-B, EPR-3-C and EPR-3-D) and the Water Conservation Strategic Plan.

Key Considerations:

When considering replacing a no longer supported and virtually obsolete irrigation management system, key considerations were ensuring water conservation, efficiencies with control on water issues and identifying a product that would be robust for all parks grounds.

Community Involvement:

A smart irrigation system that includes water conservation measures, real-time cloud data and immediate notification of a water issue benefits the community by equipping park grounds with a robust system and addressing four (4) strategies in the Climate Action Adaptation Plan.
