TITLE:
Consideration and Approval of Final Plat: Request from Neighborhood Homes, LLC, for final plat approval for Homes at Verkamp: a six (6)-unit residential condominium subdivision on .49 acres at 623 North San Francisco Street in the R1N (Single-Family Residential Neighborhood) Zone.
STAFF RECOMMENDED ACTION:
Staff recommends the City Council approve the final plat and authorize the Mayor to sign the plat and City Subdivider Agreement when notified by Staff that the documents are ready for recording.
Executive Summary:
This is a request for final plat approval for a six (6)-unit residential condominium subdivision known as Homes at Verkamp located at 623 North San Francisco Street. Final plats require the approval of City Council. See attached Vicinity Map for location.
Financial Impact:
No financial liabilities are anticipated as part of the approval of this final plat.

Background and History:
On August 17, 2017, the Inter-Division Staff approved a site plan for six (6) two-story residential units and one (1) single-story, 5-car detached garage based on compliance with all development standards. The developer pulled a building permit in January 2018, and Staff approved the civil plans in June 2018. As such, the developer was permitted to commence construction. The development consists of three duplexes: two new duplex buildings and conversion of the existing historic Verkamp House into a duplex. Parking area access is from an alley off Hunt Avenue. The development is approximately 90% complete.
The developer has opted to create a condominium plat to enable individual ownership of each unit. In this case, the units are defined as the air space within each structure, starting from the centerline of the interior walls to the outside of the exterior walls. The final plat delineates common elements (e.g., landscape areas and walkways), limited common elements affiliated with the individual units (e.g., private porches, parking spaces), and the individual units themselves.

Community Involvement:
As noted above in the Flagstaff Regional Plan policies, the proposal promotes compact, infill development in an existing neighborhood. It also maintains the existing building on the property.
