Consideration and Approval of Cooperative Purchase Contract: Capital Pump & Equipment LLC for the purchase of two 4” pumps for the Water Reclamation facilities and other Water Services sections through a cooperative purchase contract.

1. Approve the cooperative purchase contract with Capital Pump & Equipment LLC for the purchase of two 4” pumps in the amount of $67,207.20; and 
2. Authorize the City Manager to execute the necessary documents.

The Water Services Division is requesting to purchase these pumps for multiple reasons, including, routine maintenance at our water reclamation plants and to have on-site in the event of an emergency.  The new pumps will be utilized during treatment plant tank cleanings and the transfer of wastewater sludge which will speed up the maintenance process.  The last time the City needed to use a pump of this size in an emergency, it took eight hours for the company to deliver them from Phoenix which impacted the recovery process at the treatment plant. Additionally, having these pumps on-site will significantly increase the City's resiliency and preparedness if there is an emergency.

This purchase was procured under the active City of Tempe Cooperative Purchasing Agreement (Contract: WUD19-021-01; Solicitation: RFP 19-021). The City of Flagstaff is eligible to participate in the use of this contract as a member of the Strategic Alliance for Volume Expenditures (S.A.V.E.) cooperative.

The City currently has $80,000 budgeted in account 203-08-312-1121-0-4405 (FY 2019-2020) for this the pump purchase.

These pumps will be used in both the routine maintenance at our water reclamation plants and within our wastewater collections system.  The last time they were needed in an emergency was in 2016 when the tunnel system of the Wildcat Hill Water Reclamation Facility flooded. The City had to call a vendor in Phoenix to get a pump of this size delivered to Flagstaff.  There was an eight (8)-hour delay for the pumps to be loaded on a semi-truck and make the trip to Flagstaff.  Had they not been available, the Wildcat Hill Water Reclamation Facility would have failed to adequately treat wastewater and meet the State-regulated requirements under Arizona Discharge Elimination System Permit. 

The purchase of these pumps will facilitate the Wastewater Treatment Section's routine maintenance at our water reclamation plants and increase our ability to respond to emergencies.
