TITLE:

Consideration and Action on Liquor License Application:  Ariel Chanko, "Grand Canyon Beverage Distributor," 4600 E. Nestle Purina Avenue, Series 04 (wholesaler), New License.

STAFF RECOMMENDED ACTION:

Hold the Public Hearing; absent any valid concerns received from the public hearing, staff recommends the Council forward a recommendation for approval to the State.

Executive Summary:

The liquor license process begins at the State level and applications are then forwarded to the respective municipality for posting of the property and holding a public hearing, after which the Council recommendation is forwarded back to the State. A Series 04 license allows a wholesaler to warehouse, sell and distribute all types of spirituous liquor (beer, wine, distilled spirits) to Arizona-licensed retailers. Grand Canyon Beverage Distributor is a new business in Flagstaff; if approved, it will be the 6th active series 04 license in Flagstaff. Series 04 liquor licenses are a non-quota license.

The property has been posted as required, and the Police and Community Development divisions have reviewed the application and have recommended approval.

Financial Impact:

There is no budgetary impact to the City of Flagstaff as this is a recommendation to the State.

Connection to Council Goal, Regional Plan and/or Team Flagstaff Strategic Plan:

Liquor licenses are a regulatory action and there is no Council goal that applies.

Has There Been Previous Council Decision on This:

Not applicable.

Key Considerations:

Because the application is for a new license, consideration may be given to the applicant's personal qualifications. A Series 4 license may not be denied based on location. 

The deadline for issuing a recommendation on this application is December 20, 2019.

Community Involvement:

This business will contribute to the tax base of the community.

The application was properly posted on November 19, 2019. No written protests have been received to date.
