TITLE:

Consideration and Approval of Contract:  Approve the purchase of an 800 HPR High-Pressure Sewer Cleaner and a JAJ-600WH Workhorse Easement Machine through a cooperative purchase contract between Sourcewell and Sewer Equipment of America and its Arizona Distributor Arizona Wastewater Industries in the amount of $373,092 plus fees.

STAFF RECOMMENDED ACTION:

  1. Approve the purchase of an 800 HPR High Pressure Sewer Cleaner and a JAJ-600WH Workhorse Easement Machine through a cooperative purchase contract with Sewer Equipment of America through their Arizona Distributor Arizona Wastewater Industries through the Sourcewell cooperative purchase Contract No. 122017-SCA for $373,092 plus any additional fees; and
  2. Authorize the City Manager to execute the necessary documents.

Executive Summary:

Flagstaff Water Services operates and maintains over 280 miles of sanitary sewer and 7,662 manholes. Wastewater Collection Section currently utilizes three hydro/vac combo trucks to perform most of the preventative cleaning in the system.  We would be replacing the oldest of the Combo Trucks with a smaller High-Pressure Sewer cleaner and an easement machine due to the number of difficult easements we currently access.  The Easement Machine will allow access into tight areas for longer distances without the need to manually pull the hose. This purchase would be for two crucial pieces of equipment for the Wastewater Collection Section.

Financial Impact:

The replacement of S4015 was budgeted for FY 2019-20 under Account 203-08-313-1132-0-4401 for $375,000, any additional overages due to cover ancillary expenses, fees and taxes will be covered from Account 203-08-313-1134-0-4237.

Options and Alternatives:

  1. Approve this Cooperative Purchase Contract with AZ Wastewater Industries through the Sourcewell cooperative purchase contract No. 122017-SCA with Sewer Equipment Company of America; or
  2. Forego the purchase of the new Truck Mounted High Pressure Sewer Cleaner and Easement Machine and require that the City continue to use the existing equipment and vehicle (S4015).

Background and History:

Part of getting a long and useful life in the wastewater collection system (sewer) is proper maintenance and operation of the system. Wastewater Collection crews use specialized equipment to inspect, maintain, and clean the miles of gravity sewer. Older sections of the collection system require more frequent cleaning and repair to help reduce roots and sediment buildup that can cause blockages which result in Sanitary Sewer Overflow (SSO).

For the last fifteen years, the City of Flagstaff has been using three large Hydro / Vacuum Combo trucks along with a rodder type truck to keep the system clean. The oldest of the Hydro / Vac Combo truck is being replaced with a smaller High-Pressure Sewer Cleaner and easement machine to access the many easements and cross-country runs that the Wastewater Collection Section maintains. This adjustment in the type of equipment will provide a more versatile piece of equipment better suited for narrow tight alleys and easement.

Key Considerations:

  • The existing Truck S4015 is 15 years old with over 8,200 hours of use and needs major overhaul if not replaced.
  • The new truck and easement machine are smaller and more versatile to fit in the tight alleys and easements.

The equipment is used on a regular basis to maintain the wastewater collection system throughout the City of Flagstaff to perform preventative maintenance.
