TITLE:

Recommendation for abandonment of a portion of alleyway on Block 19 of Townsite of Flagstaff Plat.

STAFF RECOMMENDED ACTION:

City staff recommends to the Planning and Zoning Commission that it recommend the abandonment of the alleyway to City Council on the condition of the dedication of the East/West alley by the adjacent landowner.

Executive Summary:

Staff is bringing this abandonment request to Planning and Zoning Commission on account of City Code 11-20.110.020.D, which allows for City Council action on abandonments "upon receipt of a recommendation from the Planning Commission."  

Block 19 of Townsite of Flagstaff, recorded in Book 1 of Maps, pages 16, Coconino County Records (Block 19) is currently configured with an “L” shaped alleyway. In coordination with a development application, the City Engineer has initiated a request to abandon the North/South leg of the Block 19 alleyway. The proposed abandonment will reserve an underground easement for any existing utilities. The abandoned area, if approved, will be conveyed to the adjacent developer in exchange for a new East/West alleyway leg on the Eastern half of Block 19. This exchange will create an East/West alleyway transecting the entire block. The abandonment is being requested in order to enhance the downtown alley network by creating an alleyway which transects the entire block. There are no staff concerns or concerns from franchise utilities.

Policy Impact:

The abandonment is consistent with policy provided the dedication of the additional East/West alley is made.
