BACKGROUND INFORMATION
The current project proposes to construct a new The Graduate hotel and parking garage at 19 W. Birch Ave. utilizing three parcels, 100-19-004A, 100-19-008A, and 100-19-007. All three parcels are located within the Downtown Historic Overlay Zone and subject to the Design Handbook for Downtown Flagstaff.
During the July 15, 2026 meeting, the Heritage Preservation Commission approved the Certificate of Appropriateness for the design of new hotel and parking garage buildings, with the following conditions:
To address the second condition of approval, the applicant submitted renderings of the parking garage from street level demonstrating example micro retail spaces and murals. This condition of approval asked for the renderings to be submitted for informational purposes only and not for design approval.
During the July 15, 2026 meeting, the Heritage Preservation Commission approved the Certificate of Appropriateness for the design of new hotel and parking garage buildings, with the following conditions:
- To address concerns over the N2 Guideline in the Design Handbook for Downtown Flagstaff, submit renderings of the hotel building with the fifth story limestone swapped with the second story brick to the Heritage Preservation Commission for review.
- For information, submit renderings from the street level of the micro retail spaces at the parking garage and hotel and murals on the parking garage (examples allowed).
