820 N. Beaver St. Phase 1 Cultural Resource Study

The Heritage Preservation Officer reviewed the revised Phase 1 Cultural Resource Study and determined that the previous conditions of approval were satisfied. 

The Heritage Preservation Commission held a public hearing on September 16, 2026, in regard to this Phase 1 Cultural Resource Study. The Commission found and determined that the facts exist as required by Section 10-30.30 of the Zoning Code to approve the study (by a vote of 7-0) with the following conditions:

1. Eligibility on the local level needs to be addressed at minimum to the same extent as the national.
2. Integrity and condition need to be differentiated where appropriate.
3. The production of a searchable PDF for final deliverable to the city.
4. The Heritage Preservation Officer can approve the above changes administratively. 

The Phase 1 Cultural Resource Study was revised by EnviroSystems Management, Inc. A new section outlining National and Flagstaff Register of Historic Places considerations was added and evaluations of National and Flagstaff Register significance were differentiated into different sections with more detailed analysis under the Flagstaff Register. The Condition and Aspects of Integrity sections are also differentiated and condition is not referenced in the integrity analysis. The final study is a searchable PDF format.
