TITLE:
Presentation and Discussion: Rental Assistance Demonstration (RAD) Program
DESIRED OUTCOME:
Informational only.
Executive Summary:
The City of Flagstaff Housing Authority (CFHA) is pursuing the U.S. Department of Housing and Urban Development’s (HUD) Rental Assistance Demonstration (RAD) program to preserve and expand affordable housing through the repositioning and redevelopment of its public housing portfolio.
This work session will provide an overview of the RAD program using the same presentation shared with CFHA public housing residents at two resident engagement meetings. Topics include the proposed repositioning and redevelopment approach, resident rights and protections, the anticipated process, resident involvement, and ongoing communication. The presentation will also cover the proposed resolution authorizing an application to HUD for RAD.
On October 15, 2026, the CFHA Board of Commissioners recommended that City Council authorize the RAD application and the pursuit of redevelopment of the public housing portfolio, with CFHA serving as developer/co-developer.
The item will return to City Council at the November 17, 2026, regular Council meeting for consideration of adoption of a resolution authorizing submittal of an application to HUD to convert the CIty's public housing portfolio under the RAD program, and seeking authority from Council to authorize the actions necessary to implement and operate redevelopment projects, including the use of designated public housing and/or affordable housing funds.

Information:
CFHA owns and operates 265 public housing units. The City’s 10-Year Housing Plan identifies the preservation and expansion of affordable housing as a community priority. Repositioning and redevelopment are intended to at least double the number of residential units, provide a mix of housing types, and incorporate community space and supporting facilities.
HUD’s RAD program allows eligible public housing properties to convert to long-term, project-based Section 8 rental assistance, providing access to additional financing for rehabilitation or redevelopment while maintaining long-term affordability and applicable resident protections.
Two resident meetings were held on October 7, 2026, both were hybrid (in-person and remote) and recorded. The presentation utilized for the resident meetings is attached for reference, but will not be presented during the Work Session.
