TITLE:

Consideration and Approval of Contract:  Cooperative Purchase Contract with Empire Southwest, LLC for one (1) Caterpillar 140-16 AWD Motor Grader for the Street Section in the amount of $555,516.30.

STAFF RECOMMENDED ACTION:

  1. Approve the cooperative purchase contract with Empire Southwest, LLC for one (1) Caterpillar 140-16 AWD Motor Grader in the amount of $555,516.30 and
  2. Authorize the City Manager to execute the necessary documents.

Executive Summary:

Staff recommends purchasing one (1) Caterpillar 140-16 AWD Motor Grader from Empire Southwest, LLC for $555,516.30 under Omnia Partners Contract #212816. The grader will replace S3169, a 2000 Caterpillar 143GH for the Streets Section, which uses its grader fleet for snow removal, dirt road maintenance, and emergency response. The purchase was reviewed and approved by the Fleet Management Committee and funded through the FY 2026-27 budget.

Financial Impact:

Project Name: Streets Purchase of Caterpillar 140-16 AWD Motor Grader
Cost: $555,516.30
Account Number Budgeted: $560,000.00 from account 040-06-161-0612-6-4401 (as amended as part of budgeted in FY 2026-27)
Funding Source: HURF Funding

Policy Impact:

Snow operations are a substantial element of the Streets work program. The City's Snow Operations Manual maps the entire community by zone. Equipment and operators are tasked with the plowing of snow for over 700 lane miles of City owned roadways. This operation can last a few days to over a week depending on the snow event or weather conditions. This equipment directly supports City policy to provide snow plowing for City owned roadways along with daily operations from dirt road maintenance to asphalt repair and in an emergency, debris removal. This machine is a versatile asset that expands the capabilities of the work the City does for years to come.

Previous Council Decision or Community Discussion:

None.

Options and Alternatives to Recommended Action:

1.  Approve the contract as recommended.
2.  Do not approve the Cooperative Purchase Contract with Empire Southwest, LLC and provide alternative procurement direction to staff.

Background and History:

The Streets Section is responsible for the ongoing maintenance of our local transportation network. The Streets Section has a road grader fleet for use in road grading activities and snow operations. A reliable grader fleet is essential to meet community expectations and service maintenance of our dirt road inventory and the snow operations tasked with clearing the 700 lane miles of transportation infrastructure during winter events. The request ensures the ability to reliably address the community's physical infrastructure and demand for timely service, especially during snow operations and neighborhood services.  S3169 has reached the City’s replacement criteria and this replacement has been approved by the Fleet Management Committee under the City’s Fleet Directive. The purchase will be utilizing the Omnia Partners Contract #212816 which was competitively solicited and meets City procurement requirements.

Procurement Justification: Cooperative contract through City of Tucson (Omnia).
