Water Resources & Water Conservation Program Status

DESIRED OUTCOME:

Update City Council on Flagstaff water topics in light of water issues in other parts of Arizona and the U.S. Southwest.

EXECUTIVE SUMMARY:

Water issues surround Flagstaff, from emergency measures in neighboring communities, Colorado River reaching historic low flows, to California developing water policies and legislation in the midst of their water crisis. The goal of this brief presentation from the Utilities Division is to remind the Flagstaff community and City Council that it is because of the efforts of Council, the community, and staff that Flagstaff is not in a water crisis and is prepared to address challenges today and into the future. Staff will touch on four areas of water planning that primarily address the issues being presented in the media, and demonstrate why we are not in the same situation. These four areas are 1) water conservation achievements, 2) short- and long-term water availability, demand, and planning, 3) resiliency of water supplies, and 4) transparency & outreach efforts.

INFORMATION:

COUNCIL GOALS:
2) Ensure Flagstaff has a long-term water supply for current and future needs
3) Provide sustainable and equitable public facilities, services, and infrastructure systems in an efficient and effective manner to serve all population areas and demographics
7) Address key issues and processes related to the implementation of the Regional Plan
8) Improve effectiveness of notification, communication, and engagement with residents, neighborhoods and businesses and about City services, programs, policies, projects and developments
9) Foster relationships and maintain economic development commitment to partners
11) Ensure that we are as prepared as possible for extreme weather events

REGIONAL PLAN:
Goal WR.1. Maintain a sustainable water budget incorporating regional hydrology, ecosystem needs, and social and economic well-being.
Goal WR.3. Satisfy current and future human water demands and the needs of the natural environment through sustainable and renewable water resources and strategic conservation measures.
