TITLE:

Presentation of McMillan Mesa Land Use: Flagstaff Regional Plan, Zoning and Specific Plans 

DESIRED OUTCOME:

1. To provide information to the City Council and public on McMillan Mesa land use. 
2. To distinguish regulating documents from planning and vision documents.

EXECUTIVE SUMMARY:

McMillan Mesa has been the subject of several public planning processes which have resulted in a number of outcomes.  Some outcomes regulate land use while others are meant to provide a vision and guidance for future uses.  As the community needs and priorities have changed, it is appropriate to review prior work and assess what is best for Flagstaff today.  In the presentation staff will review the current Flagstaff Regional Plan 2030 area types, zoning designations, the 1992 Specific Plan, the 2007 Concept Plan for public properties and current development applications.  Staff will provide a brief summary of previous planning work, which documents regulate property and what is non-regulatory or aspirational.

7) Address key issues and processes related to the implementation of the Regional Plan
8) Improve effectiveness of notification, communication, and engagement with residents, neighborhoods and businesses and about City services, programs, policies, projects and developments
9) Foster relationships and maintain economic development commitment to partners

REGIONAL PLAN:
A number of goals, policies and area types are potentially applicable, depending on the request.  Staff will provide information on area types, but does not intend to discuss specific goals and policies as the presentation is not intended for a specific application or use.
