EXECUTIVE SUMMARY:

This first work session of the new Mayor and Council provides an opportunity for discussions among council members and with city staff to help chart the course for the coming two year period.  In response to input from Council during its meeting on Dec 20th, I have agendized the following topics for your consideration and discussion:

Introductions:

1) An opportunity for each council member to share about themselves, their perspectives, values, and their motivations for seeking elected office.
2) An opportunity for each member of staff Leadership to share a little about themselves and why they have chosen to serve in municipal government. 
The outcome of this exercise is a better understanding of each other and the things we care about most.

  • Policy discussion on council liaisons and potential for conflicts of interest
  • Requests for City funding
  • Current assignment list
  • Overview of assignments
  • Selection of assignments
Effective Council Interactions with Each Other and With Staff
  • Council expectations of each other
  • Council expectations of the Mayor

  • Council expectations of staff:   1) Staff Reports and Presentations
Effective Communications and Public Engagement
  • Overview of current strategies
  • Discussion among council of additional strategies to consider
Process Orientation
  • Rules of Procedure: 1) discussion of proposed changes

  • City Council Reports
  • Presentations to council from members of the public
  • Requests by council members for information from the City Attorney

INFORMATION:

COUNCIL GOALS:
1) Invest in our employees and implement retention and attraction strategies
2) Ensure Flagstaff has a long-term water supply for current and future needs
3) Provide sustainable and equitable public facilities, services, and infrastructure systems in an efficient and effective manner to serve all population areas and demographics
4) Develop and implement guiding principles that address public safety service levels through appropriate staff levels
5) Explore and adopt policies to lower the costs associated with housing to the end user
6) Provide a well-managed transportation system
7) Continue to implement the Flagstaff Regional Plan and focus efforts on specific plans
8) Improve effectiveness of notification, communication, and engagement with residents, neighborhoods and businesses and about City services, programs, policies, projects and developments
9) Improve the economic quality of life for Flagstaff through economic diversification, and by fostering jobs and programs that grow wages and revenues
10) Support and assist the most vulnerable
11) Ensure that we are as prepared as possible for extreme weather events
