Discussion on Minimum Wage

EXECUTIVE SUMMARY:


On November 8, 2016, the voters of Arizona approved Proposition 206 which increased the state minimum wage from $8.05 per hour to $10.00/hr beginning on January 1, 2017, and increasing to $12/hr by 2020.  Additionally, Proposition 206 provides for paid sick time off for employees.  During this same general election, the voters of Flagstaff approved Proposition 414 which gradually increases the minimum wage to $15/hr by January 1, 2021, with a stipulation that Flagstaff's wages will maintain a rate $2/hour above the state minimum wage. The first increase as a result of Proposition 414 will take effect on July 1, 2017, and will be $12/hr. 

During its regular meeting of November 28, 2016, the Mayor read a Proclamation declaring Proposition 414 to be law with the measures proposed to and approved by a majority of the voters at the November 8, 2016, General/Special Election. Among these measures was Proposition 414 concerning the local minimum wage. 

Arizona State law provides for only very limited ability for City Council to make any changes to a voter approved initiative. I have included as an attachment to this Staff Summary, a City Council Report dated December 8, 2016, from the City Clerk that outlines the specifics of this prohibition. As detailed in the City Council Report, and In accordance with the law, any amendment to the initiative must further its purposes and be approved by a super majority of the City Council.
