Discussion of the proposed Policy for the Display of Private Art at City Hall

DESIRED OUTCOME:

To hear a presentation about the proposed policy for the display of Private Art at City Hall and provide direction

EXECUTIVE SUMMARY:

From time to time, staff receives requests for the display of art, crafts, informational exhibits, cultural artifacts, and other privately held items in the lobby of city hall. Currently, the city has no policy in place to manage and display these items.

As a display venue, the lobby doesn’t have optimally configured and oriented wall and ceiling surfaces, and pedestrian flow and exit requirements limit the use of easels to a small portion of available floor space, yet requests to use the lobby seem to be on the increase.

To accommodate these requests, staff has written this Policy and Waiver Form to Display Private Art and Informational Exhibits in City Hall. This draft policy is based on the downtown library’s policy and includes provisions that restrict political and religious themes, advertising, and selling of the displayed items on city premises. Also addressed are the length of displays, who is responsible for set-up and takedown, and indemnification of the City against all damage and theft to any works of art, displayed items, and display apparatus. The policy further states that no City employee, City of Flagstaff public body, or commission shall endorse any item on display and shall not engage in the official jury of any art or collections.

DUE TO TECHNICAL DIFFICULTIES THE POLICY DOCUMENTS WERE NOT ABLE TO BE ATTACHED. THOSE DOCUMENTS WILL BE PROVIDED ON MONDAY THE 26TH AND INCLUDED IN THE FINAL AGENDA PACKET.
