Overview of US Secretary of the Interior Standards for the Treatment of Historic Properties

Executive Summary:
The U.S Secretary of the Interior’s Standards for the Treatment of Historic Properties is inclusive of 4 specific treatments; these being Preservation, Rehabilitation, Restoration, and Reconstruction. Though all relate to proper treatment of historic properties it is Rehabilitation that is most relevant to Flagstaff’s administration of requirements in Heritage Preservation 10-30.30 Zoning Municipal Code. Rehabilitation allows for and even encourages new aspects of utilization of a historic property while protecting its historic aspects. Preservation- sustains current condition, Restoration- restores to a particular time, Reconstruction- accurately rebuilds.
Policy Impact:
10-30.30 requires Heritage Preservation reviews only when changes, improvements, additions, and other construction is planned for a historic structure. As such this makes “Rehabilitation” the appropriate Standard for the review of a project. The rehabilitation standards are not standalone as by reference they include accompanying guidelines and extensive preservation briefs. The rehabilitation standards are applicable to the Federal historic preservation (20 %) investment tax credit, “Flood Adaptation”, and “Sustainability” guidelines linked to “Rehabilitation.
