Discussion of Citizen Petition to Change the Goals in Carbon Neutrality Plan
DESIRED OUTCOME:
Discussion and direction regarding the petition.
Executive Summary:
On October 17, 2023, the City Council heard the petition and approved the FAIR to move forward for further discussion. The petition "requests the City Council add Wildfire, Flooding, and Drought to the current Priorities listed in the Carbon Neutrality Plan (CNP). These three are the most direct environmental threats identified by a Flagstaff-specific vulnerability assessment and highlighted in the Climate Action and Adaptation Plan pp. 17, 18. Include in the CNP specific goals and strategies for addressing Prevention, Detection and Suppression of Wildfires; Mitigation of Flooding; and Preparation for Drought."
Information:
Staff will provide the Council with an overview of the Citizen Petition, background information on climate mitigation and adaptation, examples of where the Carbon Neutrality Plan supports fire, flooding, and drought, existing work in these areas, and options.
