TITLE:
Community Choice Energy Presentation and Q&A (30 minutes)

Executive Summary:
Northern Arizona Climate Change Alliance (NAZCCA) and Arizonans for Community Choice (AZ4CC) requested to present to the Sustainability Commission. This presentation will include a basic overview of Community Choice Energy (CCE), also known as Community Choice Aggregation (CCA), and its benefits. It will also include an update on efforts to enable CCE in Arizona, focusing on the state legislature (the Arizona legislature has not enacted legislation to enable CCA, so it is not currently legal). Cody Hoover, current AZ4CC Policy Advisor and former Chief Sustainability Officer in San Diego, will also share a case study from San Diego. Lastly, this group may ask the Commission to participate in/support a National Renewable Energy Lab (NREL) energy study.
Within the City's Carbon Neutrality Plan, page 90 states that “the City will keep an eye on the policy landscape and may choose to lobby or otherwise advocate for some of these strategies including but not limited to Community Choice Aggregation, PACE financing, non-utility Community solar and more.” Each year the City Council chooses it’s legislative priorities. This year’s priorities can be found at FINAL_State-2024-Legislative-Priorities (az.gov).
