Emergency Management Briefing - Public Safety Power Shutoffs (PSPS)
DESIRED OUTCOME:
AZ Public Service's (APS) presentation explains the functioning of PSPS events and their immediate impact on the city. It also includes key city partner's discussion of mitigation and response strategies to a PSPS event.
Executive Summary:
In late February of 2024, APS informed City Emergency Management about their plans to implement Public Safety Power Shutoffs (PSPS) on certain power lines deemed high-risk for causing wildfires. PSPS has become a standard practice on the West Coast, where the threat of wildfires is significant. Last year, APS identified the transmission lines supplying power to the Lake Mary Water Plant and Woody Mountain Wells as "high-risk transmission lines." City Emergency Management, in close collaboration with APS and other key city partners, including Water Services and the Fire Department, assessed the potential impacts of PSPS events and developed a plan to mitigate those impacts.
For the upcoming 2025 fire season, APS has identified additional high-risk transmission lines that will affect critical city water infrastructure. This year, the high-risk transmission lines designated by APS for 2025 have the potential to significantly impact the city, its operations, and its residents, underscoring the urgency of our preparedness efforts.
In this briefing, we will outline the expected impacts and the proactive measures that city staff will implement to minimize these effects. This comprehensive approach, aimed at ensuring the safety and well-being of our residents, demonstrates our commitment to preparedness and resilience.
