13.A.
City Council Meeting - FINAL
Meeting Date:
10/20/2026
From:
Allison Hughes, Support Services Section Director

TITLE:

Consideration and Adoption of Resolution No. 2026-50:  A resolution of the Flagstaff City Council authorizing approval of Intergovernmental Agreements with Blue Ridge Fire District, Forest Lakes Fire District, Highlands Fire District, Pinewood Fire Department, and Summit Fire District, respectively, for dispatch services

STAFF RECOMMENDED ACTION:

  1. Read Resolution No. 2026-50 by title only
  2. City Clerk reads Resolution No. 2026-50 by title only (if approved above)
  3. Adopt Resolution No. 2026-50

Executive Summary:

The City of Flagstaff, through the Flagstaff Regional 9-1-1 Communications Center, provides emergency dispatch services for multiple public safety agencies throughout northern Arizona. This Intergovernmental Agreement renews the City's partnership with Blue Ridge Fire District, Forest Lakes Fire District, Highlands Fire District, Pinewood Fire Department, and Summit Fire District for an additional five-year term, ensuring the continued delivery of emergency call taking, fire and EMS dispatching, and interoperable communications support.

The agreement maintains a long-standing regional partnership that enhances emergency response coordination, improves responder and public safety, and provides reliable, cost-effective dispatch services. Costs are recovered through a cost allocation methodology based on actual calls for service.

Financial Impact:

The agreement provides continued cost recovery for dispatch services provided by the Flagstaff Regional 9-1-1 Communications Center. Participating agencies are billed quarterly based on their proportionate share of the Communications Center's operating costs using an established cost-per-call methodology.

The renewal is expected to generate approximately $150,000.00 annually in revenue, which offsets the operational costs of providing regional emergency communications services.

Policy Impact:

None.

Previous Council Decision or Community Discussion:

The City Council has previously approved Intergovernmental Agreements for regional dispatch services with Blue Ridge Fire District, Forest Lakes Fires District, Highlands Fire District, Pinewood Fire Department, and Summit Fire District. This action renews the existing partnerships and continues the established service model.

Options and Alternatives to Recommended Action:

  1. Approve the renewal of the Intergovernmental Agreements and continue providing regional emergency dispatch services.
  2. Decline to renew the agreements, requiring the partner agency to secure an alternative dispatch provider.

Background and History:

The Flagstaff Regional 9-1-1 Communications Center serves as the Primary Public Safety Answering Point (PSAP) for much of Coconino County and provides emergency communications services for multiple law enforcement, fire, and emergency medical agencies throughout the region.

Through this partnership, Communications Center personnel answer emergency and non-emergency calls, dispatch fire and EMS resources, coordinate multi-agency incidents, and maintain direct interoperable radio communications with responding personnel.

The partnership has provided reliable regional dispatch services for many years and continues to support coordinated emergency response across jurisdictional boundaries while reducing duplication of services and improving operational efficiencies.
