Meeting Date:

Co-Submitter:

From:
Jen Brown, Public Works Section Director - Facilities & Fleet

TITLE:

Consideration and Approval of Purchase:  Cooperative purchase under State of Arizona agency contract with Sands Chevrolet in the total amount of $109,704.34, for the purchase of (2) vehicles:
  • (1) Chevrolet Blazer EV for the Fire Department ($44,143.22)
  • (1) Chevrolet Silverado EV for Engineering - Transportation ($65,561.12)

STAFF RECOMMENDED ACTION:

  1. Approve the purchase of (1) 2027 Chevrolet Blazer EV ($44,143.22) for the Fire Department Inspector and (1) Chevrolet Silverado EV ($65,561.12) for Engineering -Transportation, both from Sands Chevrolet.
  2. Authorize the City Manager to execute the necessary documents.

Executive Summary:

The State of Arizona agency contract was solicited through a competitive process and allows for the cooperative purchase of two vehicles from Sands Chevrolet.  The first is a Chevrolet Blazer EV and will be assigned to a newly approved Fire Inspector position within the Fire Department.  The second is a Chevrolet Silverado EV, which will replace unit E2027 in the Engineering/Transportation division.  This vehicle was approved for replacement and was also involved in a collision which resulted in a total loss of the vehicle.  Both vehicles were selected as full-battery electric vehicles in accordance with the City's Fleet Management Directive and fit well with the operational needs of each position.

Financial Impact:

This request was reviewed and approved by the Fleet Management Committee (FMC) during the FY 2026-27 budget request process.

Fire Department - 2027 Chevrolet Blazer EV
Cost:  $44,143.22
Account Number & Budget: 001-03-051-0201-2-4401 and $65,000

Engineering/Transportation - Chevrolet Silverado EV
Cost: $65,561.12
Account Number & Budget: 001-10-124-0312-4-4401 and $60,000
Remaining balance: EV Replacement Fund Account Number & Budget: 001-06-154-0552-3-4401 and $42,456

Total Contract Amount: $109,704.34

Policy Impact:

Both purchases satisfy the City's Fleet Management Directive for EV First.  The vehicle requests were reviewed jointly by the requesting Division, Fleet Services and Sustainability to confirm that the assigned duties could be met by a full-battery electric vehicle before approval.  Per the City's Fleet Management Directive fleet electrization review process, an EV is selected whenever the vehicle's duties can be fully performed on battery power and the necessary charging infrastructure is available.  If not, a plug-in hybrid or hybrid option is considered next, with an internal combustion vehicle being considered last.

Previous Council Decision or Community Discussion:

None.

Options and Alternatives to Recommended Action:

  1. Approve the purchase of these two vehicles.
  2. Do not approve the purchase of the purchase of the (2) vehicles from Sands Chevrolet and provide alternative direction.

Background and History:

Fire Department - Chevrolet Blazer EV (addition)
The Fire Department received approval for a new Fire Inspector position to serve in the City's Community Risk Reduction inspection program.  The position is funded at .5 FTE for FY 2026-27 and is expected to come online in January.  The vehicle will serve as the primary vehicle for this position, used approximately five days per week and 150-200 miles per week, including access to muddy and snow-covered construction sites. Fleet Services, Fire Department, and Sustainability staff jointly reviewed the vehicle specifications and because the position's duties can be met by a battery electric vehicle and charging infrastructure is available, a Chevrolet Blazer EV was selected and approved by the FMC for FY 2026-27.

Engineering/Transportation - Chevrolet Silverado EV (replacement)
Unit E2027, assigned to Engineering/Transportation, was totaled in a collision last year.  Prior to the loss, the vehicle had already met the City's fleet replacement criteria, so replacement is appropriate rather than repair and was deemed a total loss.  The vehicle supports seven employees in the Transportation section and is used to set up traffic and pedestrian counting equipment, conduct field investigations, meeting with residents and visit project and construction sites, including limited off-road access areas.   Fleet Services, Engineering/Transportation, and Sustainability staff jointly reviewed the vehicle specifications and, because the position's duties can be met by a battery electric vehicle and charging infrastructure is available, a Chevrolet Silverado EV was selected and approved by the FMC for FY 2026-27.
