TITLE:

Consideration and Approval of Cooperative Contract:  Consideration of Contract Approval and Purchase: Enter into a contract with Simpson Norton of Phoenix, Arizona to purchase the Groundsmaster 5910 Mower in the amount of $110,914.52.

RECOMMENDED ACTION:

Approve the purchase of the Toro Groundsmaster 5910 Mower through Simpson Norton of Phoenix, Arizona in the amount of $110,914.52 utilizing a cooperative purchase agreement through Mohave Educational Services Contract #15G-SNC-0824.

Executive Summary:

Approval of this contract will allow the purchase of the Toro Groundsmaster 5910 Mower through Simpson Norton of Phoenix , Arizona. This equipment is utilized by the Parks Section in the maintenance of fifty four (54) acres of turf within parks and cemetery on a weekly basis. With the Recreation programming and field rentals on the athletic fields there is an expectation that the fields will be properly maintained.

Cooperative Purchasing Agreements between Mohave Educational Services and its members, like the City of Flagstaff, have been established under the Arizona procurement rules and code for use of contracts.

Financial Impact:

The purchase price of this piece of equipment is $110,914.52 and funds are budgeted in the Parks Section FY2016 budget. Funds are budgeted in 001-06-155-0567-5-4401 ($99,000) and 001-06-155-0567-5-4290 ($11,914.52).

Background/History:

The Toro Groundsmaster 580D Mower was purchased in 1999 and is now 17 years old. Its useful life was extended beyond its 10 year replacement date because of two refurbishments.  It has been determined by Fleet Services that this is no longer a viable option because of the increased cost of maintenance and downtime associated with its maintenance. This equipment is used in the maintenance of 54 acres of turf within the Parks and Cemetery on a weekly basis. With the Recreation programming and field rentals on the athletic fields there is an expectation that the fields are properly mowed.  During the months of July through September, the fields are mowed twice a week. 

In October 2014, Parks presented to the Fleet Committee asking for the replacement of the Toro 580D Groundsmaster mower that is used on the BBB Rec Fields. This request was approved by the committee at that time. Parks has carried forward funds from consecutive fiscal years FY14, FY15  to build up the reserve to secure the purchase. Additional funds have been budgeted in FY16.

Key Considerations:

When considering the replacement of this equipment, the current quality, performance and useful life weighed heavily in the decision to use this equipment again.

The purchase of this equipment will allow us to maintain the fields at a level of service expected by the community and users that meets the needs of recreational programs.
