TITLE:

Consideration and Adoption of Resolution No. 2016-28:  A resolution authorizing the conveyance of utility easements to Arizona Public Service Company across City property located at the Flagstaff Airport and Wheeler Park, delegating authority complete the transactions, and establishing an effective date (Grant of easements to APS)

RECOMMENDED ACTION:

1) Read Resolution No. 2016-28 by title only
2) City Clerk reads Resolution No. 2016-28 by title only (if approved above)
3) Adopt Resolution No.2016-28

Executive Summary:

Arizona Public Service (APS) is requesting the grant of permanent utility easements across City property to provide service, or upgrade existing service to its customers.  The easements will encumber a portion of the property located at 2843 West Shamrell and 3051 West Shamrell Boulevard at the Flagstaff Airport, and a portion of the property at Wheeler Park.

Financial Impact:

None is anticipated. APS is compensating the Airport lessee for pavement restoration resulting from crossing lessee's parking lot.

Options and Alternatives:

Pros: Granting the easements provides increased power to provide for future developments throughout the City of Flagstaff.
Con:  Not granting the easements limits growth by not allowing the necessary infrastructure needed for future development.

Community Benefits and Considerations:

Granting the easements allows for the necessary infrastructure for further development within the City of Flagstaff, and further development opportunities for the Airpark and Airport. 

The easement at the Airport will cut across a lessee's parking lot. APS is compensating the lessee and will be responsible for pavement restoration.

The easement at Wheeler Park will enable the removal of an APS wire located along the east side of Wheeler Park, and installation of a utility cabinet along Aspen Avenue and adjacent to other cabinets.

Community Involvement:

APS has worked with City staff and the Airport lessee.
