TITLE:

Consideration and Approval of Contract:  Approve the construction contract with Spectra Electrical Services, Inc. in the amount of $580,136.00 for the replacement of the main electrical power distribution equipment for the Lake Mary Water Treatment Plant. 

RECOMMENDED ACTION:

1) Approve the construction contract with Spectra Electrical Services, Inc. in the amount of $580,136.00 and a contract period of 182 calendar days
2) Approve Change Order Authority to the City Manager in the amount of $53,013.60 (10% of the contract amount, less allowance)
3) Authorize the City Manager to execute the necessary documents.

Executive Summary:

One of the Utilities Division’s  important supply of potable water, Lake Mary Water Treatment Plant, is in need of electrical improvements to increase reliability and serviceability. The main electrical power equipment that distributes all electricity within the Lake Mary Water Treatment Plant was originally installed in 1961 and is no longer serviceable and requires replacement. Replacing this equipment will upgrade the treatment plant’s electrical power supply service center to current standards. Included in this project are upgrades for existing electrical service panels, circuit breakers and on site pump controls.

Financial Impact:

This project has been funded through the Utilities Fund’s Budget. Funds are budgeted in account 202-08-301-1020-0-4405 ($322,000) and account 202-08-370-3198-0-4466 ($258,136).

  • Ensure Flagstaff has a long-term water supply for current and future needs
  • Provide sustainable and equitable public facilities, services, and infrastructure systems in an efficient and effective manner to serve all population areas and demographics
  • Additionally meet the following regional plan goals: Chapter VI, WR.2.1, Develop and adopt an integrated water master plan that addresses water resources, water production and its distribution, wastewater collection and its treatment, and reclaimed water treatment and its distribution.
  • Chapter VI, Policy WR.2.2, maintain and develop facilities to provide reliable and cost-effective water, wastewater and reclaimed water services

Options and Alternatives:

Option 1. Award the contract to Spectra Electric Company as the lowest responsive, responsible bidder.
Option 2. Do not award this contract and request staff to re-bid the project.

Background and History:

The Utilities Division is responsible for delivery of 2.6 billion gallons of potable water per year for residential, industrial, and business uses while maintaining ample supplies for fire protection. Lake Mary Water Treatment Plant is a primary source of this potable water and capable of treating 8.0 million gallons per day(MGD) from Upper Lake Mary. This treatment plant has a secondary mission to disinfect and distribute the 3.4 MGD of available groundwater from the Lake Mary Well Field. Originally established in 1941 as a 1.38 MGD public water supply treatment works, the Lake Mary Plant was initially upgraded in 1961 to the current 8.0 MGD capacity. Improvements since that first expansion include: addition of on site storage, increased distribution pumping, and most recently in 2003 a filtration and disinfection facilities upgrade. During the last 56 years, all these facilities from 1941 to our present day are still receiving their power from the 1961 plant power distribution system.


Staff posted an Invitation for Bids (IFB) solicitation for construction on October 27, 2016 on both the City CivicPlus website, and PlanetBids (Purchasing's electronic bidding website). The solicitation was advertised in the Arizona Daily Sun on October 30, 2016 and November 13, 2016. There were five bids received on the opening date of December 7, 2016  and staff determined that Spectra Electrical Services, Inc. is the lowest responsive and responsible bidder. Below is a summary of the bids received:

Key Considerations:

Lake Mary uses 1.7 megawatts of 3000 ampere power at 480 Volts of 3 phase electrical service each year and needs reliable and serviceable electrical distribution equipment. The treated water from Lake Mary Water Treatment Plant represents half of the city’s current production capacity and a loss of these facilities will impact our ability to meet the needs of citizens during the peak demands of the summer.

Community Benefits and Considerations:

We have received the full value of this investment in our power distribution equipment for the Lake Mary Treatment Plant. This existing equipment is no longer serviceable and the proposed replacement equipment will be 10-12 weeks to manufacture.
