TITLE:

Consideration and Approval of Grant Agreement: Ratify the Grant Agreement between the City of Flagstaff and Federal Bureau of Investigations, U.S. Department of Justice’s Assets Forfeiture Funds for FY17 task force equipment purchases.

STAFF RECOMMENDED ACTION:

Ratify the grant agreement with Federal Bureau of Investigations (FBI) to accept the Department of Justice’s Assets Forfeiture Fund in the amount of $147,000 for FY2017.

Executive Summary:

The Flagstaff Police Department has participated in the Federal Bureau of Investigations Northern Arizona Safe Streets Task Force for approximately 4 years. The Flagstaff Police Department Task Force Officers work closely with the FBI on a wide variety of crimes and cases in Northern Arizona. These cases range from homicides to major theft rings. The City of Flagstaff was awarded $147,000.00 in grant funds from the U.S. Department of Justice, through the Asset Forfeiture Funds. This is a one-time grant for the Flagstaff Police Department to purchase needed equipment and will be reimbursed the amount not to exceed $147,000.00 dollars. The equipment is to be purchased for local task force officers who are serving on FBI-led task forces.

Financial Impact:

The Flagstaff Police Department will need to purchase the listed and approved equipment no later than September 15, 2017, and will be reimbursed by U.S. Department of Justice Asset Forfeiture Fund. Due to this tight timeline to procure the equipment, the City needed to approve the agreement therefore the ratification recommendation.  This grant is un-budgeted in FY 2018; we have sufficient budget within the Police Grant section to cover the budget appropriation for this grant in addition to being 100% reimbursable by the grant agreement.

Background and History:

Key Considerations:

This grant is one time money and there is no financial cost to the City of Flagstaff. There is no match requirement as well.

Community Involvement:

Task force officers who will be receiving and using this equipment will be able to perform their jobs more effectively and efficiently thus providing better service to the community.

Expanded Options and Alternatives:

To work directly with the public through the process to ensure that public issues and concerns are consistently understood and considered.
