TITLE:

Discussion and direction regarding potential Intergovernmental Agreement: Discussion and direction to staff regarding a possible Intergovernmental Agreement (IGA) between the City of Flagstaff and Coconino County related to proposals to provide animal shelter services.

STAFF RECOMMENDED ACTION:

Discussion.

Executive Summary:

The City of Flagstaff was approached by Coconino County and asked if the City would be interested in a joint County/City Request for Proposals (RFP) for animal shelter services. The City and County have worked together to issue a joint RFP for animal shelter services.

Staff is seeking direction from Council on moving forward with IGA negotiations with Coconino County and proposers for animal shelter services to be provided to the City of Flagstaff. 

Financial Impact:

The City has $250,000 budgeted for animal shelter services in accounts number 001-09-402-1311-1-4273.

Policy Impact:

None.

Options and Alternatives:

1. Direct staff to continue negotiations of a possible IGA with Coconino County and potential proposers to provide animal shelter services for the City of Flagstaff.
2. Direct staff to seek alternatives options for animal shelter services.

Key Considerations:

Animal shelter services are a critical need for the City of Flagstaff.

Community Involvement:

The City of Flagstaff benefits by having a facility that will accept and provide care, shelter and adoption of stray dogs and cats. 

Expanded Options and Alternatives:

For public health, safety, and the quality of life in a community, local governments must provide animal control services to resolve conflicts so that both people and animals are reasonably protected.
