TITLE:
Update on the City of Flagstaff's renewable energy goals and renewable energy project development.
STAFF RECOMMENDED ACTION:
Staff is seeking direction from City Council on next steps for advancing renewable energy for municipal operations.
Executive Summary:
In an effort to support the 2010 Energy Efficiency and Renewable Energy Resolution, the 2017 City Council goal to take meaningful climate action, and the goals set forth in 2018 Climate Action and Adaptation Plan, staff will provide an update on efforts currently underway to transition municipal operations to 100% renewable energy.
Staff will be requesting direction on next steps in advancing renewable energy development. Current options for consideration are:
1. Continue with solicitation for 19 MW solar project with Next Era
2. Elevate discussions with APS to explore projects:
a) Solar development at Red Gap Ranch
b) Solar and wind development at Red Gap Ranch and appropriate wind corridor locations
c) Change renewable energy goal and work with APS to design an energy portfolio based on solar, wind and existing nuclear.
Financial Impact:
Financial impacts are unknown at this time. However, as project development advances staff will bring financial impacts to City Council for consideration.

Advancing renewable energy projects will support the goals set forth in the 2010 Renewable Energy Resolution and the 2018 Climate Action and Adaptation Plan.

Climate Action and Adaptation Plan:
E-1-F Perform a full-scale energy audit and implement recommended energy retrofits for all City of Flagstaff facilities from this full-scale audit and the Airport Sustainability Plan.
E-2-A Move forward with City Council target of 100% renewable energy use for the municipality with a plan for
achieving that target by 2025.
E-2-D Buy and produce local and regional renewable energy, including through partnerships with Arizona tribes.
Previous Council Decision on This:
Staff provided City Council an update on renewable energy development on 9/25/2018. City Council unanimously adopted the Climate Action and Adaptation Plan on 11/20/2018
