TITLE:
Consideration and Adoption of Ordinance No. 2020-23: An ordinance amending the Flagstaff City Code, Chapter 1-14, Personnel System, and the Flagstaff Employee Handbook of Regulations, Chapter 1-10-070, Employee Advisory Committee.

Executive Summary:
The Employee Advisory Committee (EAC) body voted unanimously on July 8, 2020 to modify the current Code and Employee Handbook of regulations to:
- Stagger the two-year term for members and alternate members for each group to provide better continuity (a division would not have all new members following any annual election).
- Pursuant to the above modification to maintain continuity, when a regular member resigns from service mid-term, the newly elected member will only serve the remaining term.
- Update the EAC membership Structure to align with current City structure.
- Update the Elections for Special Appointments to align with current City committee structures.
- Modify the posting and procedures for Notices and Meetings to reflect current City electronic locations that are available to all staff.
Financial Impact:
None.

These policy recommendations will not impact any other City policies.
