Executive Summary:
Water Services is proposing changes to Flagstaff City code 7-02-001-0042 regarding septic tank and scavenger waste haulers. Scavenger wastes include grease and septage disposed at the Wildcat Hill Water Reclamation Plant (WRP). These changes include additional requirements in the permitting process to help prevent wastes from outside Coconino County from entering the Wildcat Hill Water Reclamation Plant, require participation in an electronic reporting program to verify the origin and volume of the generation of the waste, and to strengthen code to prohibit any bypass to the grease or septage receiving station. Flagstaff Water Services has reached out to the food services industries and scavenger waste haulers by direct Email, a notice published in the Arizona Daily Sun, published information on the Flagstaff Water Services' website, and a presentation to the Water Commission. Staff also had an on-line public meeting to answer public questions/comments.

The changes to the scavenger waste program support the Priority Based Budget Key Community Priorities and Objectives Sustainable, Innovative Infrastructure - Deliver outstanding services to residents through a healthy, well-maintained infrastructure system by keeping materials that can be detrimental to the water reclamation plants out of the plant.
