TITLE:
Consideration and Approval of Contract: Award the Contract for Materials and Services to BLUF Contracting, LLC in an amount not to exceed $62,650 for the Installation of Cinder Based Log Truck Crossings Over the Lake Mary Waterline.
STAFF RECOMMENDED ACTION:
- Approve the Contract for Materials and Services to BLUF Contracting, LLC in an amount not to exceed $62,650 for the Installation of Cinder Based Log Truck Crossings Over the Lake Mary Waterline; and
- Authorize the City Manager to execute all necessary documents.
Executive Summary:
The Contract for Materials and Services will require that BLUF Contracting, LLC purchase the materials and install log truck crossings on the Lake Mary Waterline for a temporary road within the Coconino National Forest’s Southside Airport Project area. Crossings, or pads, are needed where a temporary road will cross the City's water lines. The pads will be designed to safely allow 80,000 pound log trucks to travel across.
The Southside Airport Project will implement 2,023 acres of wildfire risk reduction thinning on the Flagstaff Ranger District, Coconino National Forest. Nearly all of these acres are within Flagstaff City Limits. Protecting this water line will allow all the proposed acres to stay in the project instead of being removed due to access issues.

Financial Impact:
This Contract for Materials and Services will not exceed $62,650. Flagstaff Watershed Protection Project (FWPP) bond funds will be used from account number 407-09-425-3277-1-4290.

The Contract for Materials and Services will support current wildfire risk reduction policies by allowing the 2,023 acre Southside - Airport forest restoration project to proceed as planned.

Options and Alternatives:
1. Approve the Contract for Materials and Services with BLUF Contracting, LLC to permit the needed forest treatment work to proceed as has been planned; or
2. Do not approve the Contract for Materials and Services with BLUF Contracting, LLC. Staff does not recommend this option as the planned work and the direct benefits to the community (reduced wildfire threat and improved ecosystem health and function) will not occur in a timely manner without additional City and Federal engagement and funding.

Purchasing staff published an Invitation for Bids (IFB) solicitation for Lake Mary Waterline Material and Installation of Log Truck Crossings in the Arizona Daily Sun on April 10 and April 17, 2022, and posted the solicitation to the City of Flagstaff’s PlanetBids Website on April 6, 2022. On May 2, 2022, the City received three Bids from contractors. Upon a review from representatives of FWPP and the Procurement team, the lowest responsible responsive bidder BLUF Contracting, LLC was chosen for the award.

Key Considerations:
Without this Contract for Materials and Services, the United States Forrest Service will have to remove cut units 27, 29, 30 and 31 from the project - cut unit map attached. The cinder pad engineering design is based on specifications developed by Water Services staff.
Community Involvement:
The Greater Flagstaff Community will benefit from this contract due to reduced wildfire risk and increased forest health across 2,023 acres.
Expanded Options and Alternatives:
Staff with the City will inform the public of the importance of this contract and the larger Southside - Airport project. For example, Fire Department staff presented the details of the project to the Flagstaff Airport Commission on May 12th.
