TITLE:
Consideration and Approval of Contract: The Contract for Services and Materials with Viking Painting, LLC in the amount of $225,000 for Maintenance and Painting of the Backwash Tower at the Lake Mary Water Treatment Plant.
STAFF RECOMMENDED ACTION:
- Approve the Contract for Materials and Services with Viking Painting, LLC in the amount of $225,000 for Maintenance and Painting of the Backwash Tower at the Lake Mary Water Treatment Plant; and
- Authorize the City Manager to execute all necessary documents.
Executive Summary:
The 200,000 gallon Backwash Tower at the Lake Mary Water Treatment Plant (LMWTP) is in need of a new paint job. The Backwash Tower was constructed in 1965 and any previous painting projects in or on the tower are unknown. The paint inside the Backwash Tower is failing and in need of replacement. The Backwash Tower is a single point of failure for surface water production, providing both the supply and pressure required to backwash (run water backwards) through any of the four dual media filters at the LMWTP. The Backwash Tower is elevated and a large confined space. This type of project requires specific skills from professional painting contractors.
Financial Impact:
Funding for the painting project was approved in FY 2021-2022 for the Water Production Section at $175,000 in account 202-08-301-1011-0-4224. The remainder of the cost will come from account 202-08-301-1020-0-4405 ($50,000) using unspent funds from Continental Well Upgrades Project, which was completed in FY 2021-2022.

Options and Alternatives:
- Approve the Contract for Maintenance and Services with Viking Painting, LLC in the amount of $225,000; or
- Do not approve the Contract for Maintenance and Services with Viking Painting LLC and direct staff to conduct another solicitation for the painting project; or
- Reject any maintenance and painting and direct staff to decommission the current Backwash Tower entirely to replace it with a new one. Staff does not recommend this option as there will be significant additional costs.
Background and History:
The City relies on water from two major sources for potable water production: groundwater and surface water. Surface water from Upper Lake Mary is conventionally treated at the LMWTP. After coagulation, flocculation and sedimentation, surface water passes through one of four dual media filters. Filters are routinely washed by running air and water backwards through them. The supply and pressure for these water washes comes from the Backwash Tower at the LMWTP. The paint inside the Backwash Tower is in severely deteriorated condition, failing and contains lead. It is unknown if the interior paint is original from 1965 when both the Backwash Tower and sedimentation basins at the LMWTP were constructed.
Purchasing staff published an Invitation for Bids (IFB) solicitation for LMWTP Backwash Tower Maintenance and Painting in the Arizona Daily Sun on May 1 and May 8, 2022. Staff posted the IFB to the City of Flagstaff’s PlanetBids Website on April 26, 2022. On May 18, 2022, the City received six (6) Bids from bidders. Upon a review from the Water Production Section and the Procurement team, Viking Painting, LLC was deemed the lowest responsible responsive bidder and was chosen to present to City Council for award.

Community Benefits and Considerations:
Surface water production through the LMWTP (utilizing the Backwash Tower) has a significantly less electrical demand and cost compared to groundwater production; representing 1/5 to 1/3 the electrical cost of groundwater production. In 2020, slightly over 1 billion gallons of surface water was produced (about 40% of total). This significantly offset both the electrical and groundwater demand. Conducting maintenance and painting the Backwash Tower at the LMWTP will allow the Water Production Section to continue to maximize surface water production when it is available.
Community Involvement:
Rehabilitation of the Backwash Tower at the LMWTP through the maintenance and painting by Viking Painting, LLC will enable the Water Production Section to continue to maximize surface water production, when available, preserving our groundwater supplies for times when it is not.
