TITLE:

Consideration and Approval of Contract: A Cooperative Purchase Contract with PFVT Motors, LLC DBA Peoria Ford for an F150 Pick Up Truck, in the amount of $67,562.10, plus additional fees and taxes.

STAFF RECOMMENDED ACTION:

  1. Approve the Cooperative Purchase Contract with PFVT Motors, LLC DBA Peoria Ford for an F150 Pick Up Truck, in the amount of $67,562.10, plus additional fees and taxes; and 
  2. Authorize the City Manager to execute the necessary documents.

Executive Summary:

This vehicle will be used to support the Flagstaff Fire Department, Wildfire Management Battalion Chief position. Currently, this position does not have a designated vehicle due to necessary logistical moves of his larger unit which was re-purposed as a back-up rescue unit. This vehicle would allow this position to function in both the administrative role and for response to wildfire threats as appropriate. An electric vehicle (EV) was considered, but the ability to run and EV for 10-18 hours straight on a working wildfire incident is currently not an option. Staff did select a V6 Ecoboost motor to better support fuel consumption.

Financial Impact:

Funding for this unit was approved by FLEET committee and is funded in the General Fund, Fire Department FY2023-24 budget in account 001-03-051-0203-2-4401 for $74,000.

FFD has been unable to purchase an EV vehicle due to the limitations of the current technology. FFD requires a vehicle that can operate for 12-20 hour stretches of time when assigned and working on wildfire incidents. The purchase was approved by the FLEET committee.

Options and Alternatives:

  1. Approve the Cooperative Purchase Contract of the vehicle through the State of Arizona Cooperative;
  2. Not approve the Cooperative Purchase Contract and direct staff to solicit formally; or
  3. Not approve the Cooperative Purchase Contract at this time.

Background and History:

City Procurement staff identified a cooperative purchase agreement through the State of Arizona, Procurement Department, Public Sector. The State had conducted a competitive and open procurement process through Request for Proposal Solicitation No. BPM004157 that resulted in Contract No. CTR059322-1 with Peoria Ford.
